racle Enterprise Manager 11g is not running.

ERROR conn.ConnectionService verifyRepositoryEx.891 – Invalid Connection Pool. ERROR = ORA-28000: the account is locked

I faced with that issue on “Oracle Enterprise manager” on one of my client environments.
